I want to address up coming problems with the release of the universe.
being that tier 1 has no capacitor slots, and tier 5 has more, and passives, not to mention stronger modules, in open universe t1 will have no chance against a tier 5. such a system will result in people running around killing people left and right, and all over the place.
for this reason we need to reconsider the concept of t1 to t5 ships.
I think eve offers an interesting and fun twist on this, but im not sold if it will 100% work here. Though i must give merit to the idea being though about and it being implemented into the game.
I had another idea, however, One that comes from X - universe, but modified from it.
what we can do is create variants of the ships much like we have now, S series and AE series.
however, these series do not per say have also superior stats abroad. Rather, we make specific stats better. For example
G - series - general spec. Requires no specific requirements out side of the skill training.
S series - Speed increased by 95ms from - slightly lower health then others
AE series - Heavy tank variant, Either has another 25% Shield, or armor. Slightly slower then others.
AS Series - Heavy firepower, has another 50 energy, 4-5 more missiles slots per each missile slot.
From here ships will be required to have rank them and of themselves, And from this we can create many more ships with different roles.
rank will no longer directly relate to ships flown, but specific ships will require specific licenses, which will require specific ranks, AND reputation with that faction.
The way this will work is killing people in conflict zones for your race (and or completing quests for it) will grant Faction reputation (something that should take 3-4 years to fully grind to cap). This over time will cause people to take on new types of ships, and will also give the devs time to make them.
So in short
I dock at a shipyard (Faction shipyards have faction related ships, slightly better then race related).
Licenses are bought once and grant me access to my new AE interceptor. I buy that ceptor for 500k. Then i equip it, and launch and go about my biz. Ships when destroyed will need to be either

resurrected some how (Its better for the players, but can cause an in stable economy)

Rebought and equipped (its better for the economy, but can put stress on players)
